helium bottle questions

i have a full helium bottle and am bringing it to school in wyoming and am wondering first if the 7000 ft elevation compared to sea level will effect it at all. and the exteme cold ie. -30F. and will a regulator off of an oxy-acetylene welder rated at 3000 PSI inlet will work on my helium bottle. any help would be great.
