Mazda b2200 won't rev hardly!

I have a 93 b2200 i just put a new head gasket and water pump and timing belt. i set them cam timing pointing at number 1. and the crank at TDC I'm 98 percent sure this is correct for the timing belt timing. but when i set the distributor i set it at TDC also is this correct or should it be set at BTDC and if how many degrees before. it would be much appreciated thanks - Zach

Did you set the timing with the vacuum line on the distributor plugged?

Set at 6 BTDC with the distributor hose plugged and distributor plugged.
