no smog testing here in Saskatchewan either ( farmers light up multi acre field fires all spring)

call this problem solved. distributor position, retarded it nearly as far as I could and it's like a craftsman truck series race machine now

Your distributor is off one tooth. The bolt should be about in the middle of the adjustment slot when it is correctly oriented.
Roll crankshaft clockwise to 6 btdc on compression stroke cylinder #1.
Verify distributor reluctor and ignition module points are pointing at each other (rotor @9) and then tighten distributor hold_down bolt. If not aligned, pull distributor up enough to allow rotation of rotor arm to correct orietation. It may be off one tooth otherwise.

hm I think it's more possible my timing belt jumped a tooth, I never touched the distributor and I don't think it could jump unless it is severely damaged? I have nothing to believe it is.
I bought a belt and water pump today I'll change them tomorrow. it's a good possibility it's only ever been changed once in it's 191000 km lifespan (or never)

Iwent back through your posts and I'd agree that that belt is probably bad. Post some pictures if you get a chance.
