How come it has bags on the link and yet has the bridge with the over axle bag mount brakets?

tire size is 205/40/17

So in theory, would I need a bridge if I don't bag over the axle but over the link instead?

I dont belive so if you put your bags on the bars the bridge in this case is more for strength than anything else.
