i need a little advise????

i am new to the site,hello everone and i need a little advise.I have a 89 ext. cab that i want to do a webber carb/pacesetter set up and the ? is i need the truck to go thru emissions in CT. how could i do that. any advise would be very helpful and just to let you know that i will be starting a FORUM on the project and will have lots of pics for you guys to .THANK YOU P.S. I LOVE THE SITE IT LOOKS LIKE IT COULD BE HELPFUL IN TIME TO COME.
