I have a fuse issue, that was just pointed out to me and I never noticed how I didn't I have no CLUE!
These issues are on my 75' Courier but hey electrical is the same for all makes and models just routed differently.
So here's the symptoms:
When I turn on my normal driving lights my Headlight fuse gets HOTT in a few seconds!!!
Then if I turn my Headlights on the fuse gets HOTT almost instantly!
The fuse only gets hott when either the running lights or the headlights are on. Doesn't get hott other wise.
My repairs:
I have re done the headlight grounds and front turn signal grounds seeing as the headlight grounds weren't hooked up to begin with. Re did a couple grounds under the dash that were crusty.
So on to the questions:
1. A bad ground would be causing this correct?
2. Could my Headlight switch be bad and shorting it self out?

You may want to put a relay in for the headlights to take the draw off of that circuit.
Yes a bad ground could be one reason. I don't think your headlight switch is grounding out maybe some dirty contacts on the inside (caused from bad or no grounds) and its finaly taking it's tole. I say try a couple things: pull out the switch if possible and get some electrical contact cleaner from like radio shack and spray it, maybe blow it out with some air, wait for it to dry and put it back in. Then I would also probably put a relay like h2omelon said, it will take the load of the switch.
what they saud or you have a wire thats grounded out some where
does the courier have the tube type fuses? they are really known to get hot by not getting good contact. they are just a real poor design and the metal tabs get weak over time. try cleaning up the connections first or just replace the fusebox with one that accepts blade type fuses. my old datsun did the exact same thing before i replaced the fusebox.
as far as i know.. he doesnt have the courier anymore.. but idk could have lied to me..
