All the marks line up, kind of think that the cams rolled possibly

Does the spark advance as rpm increases when you have the timing light hooked up? Vacuum from the carb should advance the spark.

I haven't hooked a timing light up to it because I can barely get it to run. I have no idea, but it doesn't have a very strong vacuum though

Check the compression. Do you have all the vacuum ports (a biggy would be the brake booster) connected/capped on the intake and carb?
Is the intake seated against the head?
Should be 17-20 inches of vacuum, running, at idle.
When cranking the engine, throttle open, coil lead to distributor unplugged, vacuum gage should have reading of 3 inches or better steady; weak cylinder or open valve (or head gasket leak) will fluctuate.

It has a new head gasket, intake is seated correctly. The compression ranges from 125-140 I believe and I'm still sitting out all the lines kind of. I'm not sure about the ones on the bottom side after I deleted everything.

Update: it's alive!!!!!! I thought the precat was the problem, and, low and behold take the manifold off and it lives...

The precat was clogged like a mf but yes that too
