What does the sponsor my category/location mean? And the difference from I want a custom banner?

Sponsor my category is say you are in Texas and you do Air Bags and you want your banner to be seen first when you go into that category when you click on Texas and the Air Bags category your banner is larger and at the top sponsoring Air Bags in Texas. I want a custom banner is we will make you a banner.
