Anyone know what this is?

I seen this a few years back for sale and my wife said I didn't need it. I found it again a few towns over. It's not for sale right now but I was wondering if anyone knows what it is. I think there is a chevy bowtie with chevrolet in it on the front. Sorry for the pic it was with my phone.
