edc oil fill question

bought a truck with an edc. i cant get to the side thats useable and the other side is plugged.

3 options in my head:

drill a hole in the mounting bracket with a hole saw and use a mini pump oil can to fill it up....Not much room to work a dipstick though.

drill and tap the covered oiling hole....

Or drop $90 and get a reman off brand compressor from autozone.

also, whats up with the exposed threads on the upper bolt thats mounting it? Looks somewhat ghetto.. Maybe the bolts too long? I'd get an appropriate sized on in there.

thanks. the exposed threads are because the compressor is cracked around the bolt holes. you could say the work is ghetto but i prefer outdated hah. i think i'm gonna do something like this..
