Why is it some people set up there 4 link with the axle at ride height? And some people will set up there 4 link with the axle tacked to the bottom of their notch as if the truck was laid out? Hope that makes sense. Thanks

Because everyone does it differently. I don't do either.
I draw everything out in full size so that I can forsee any problems that might arise. Then once I have it all figured out I cut tabs and build bars. In many cases I will use the rearend and the frame as a fixture to tack that bars together.
