I'm thinking it would be easier to put them on the top bars. The mounts being on the lower bars may affect the travel of the suspension. When I did this setup I put them on the top bar. Worked quite well.

I'm not sure what you are asking.
I guess I should have said "are there any negative effects from a systems like this on a street driven vehicle?" Will it make the vehicle unstable at high speeds, induce more or less roll steer, anything like that?
Almost everything I have read about them suggests using a rear sway bar.
