If you need the vin number there should be one on your door plate.
you dont need a vin to get registered
you dont need a vin to get registered, just the title which has the vin on it
My buddy bought a car that was missing the dash VIN plate, he took the title to the DMV they checked the other VIN locations & got him a new VIN tag right there no problem! It was an out of state title thats the only reason they found it,when they did the vehicle inspection. Good luck man, being CA it prob wont be so easy.
Can you post up who your painter is, so other people can watch out for this type of problems...?

what state was that in?
go to a shop that engraves those little pieces for trophies and simply have one made. we did that on my last truck cause i had a dash made and we threw out the old dash including the vin tag- never thinking of "needing the vin". no one ever asked any questions about it... and keep in mind most vehicles have a vin tag in multiple places. (firewall, dash, inside glove box, inside console or inside door jamb)
worst case just get vin tags from another junked truck and get it registered.
you can't just have a vin ingraved, and the vin in on the dash, not inside the glove box, but it is on the engine block and you will not need it if you just go to AAA that is what I did.
maybe im confused..but your DMV physically walks out to your truck and looks at your vin when you go in to register your truck?? thats wierd
