brake proportionings valve adjustable?

On my 79 I have way to much brake on the rear axle.
The easy thing would be to spray some WD40 in the drums or grease them up a little.
But there is a proportionings valve I have no idea how these things work, And before disasambeling things that should not be I'll ask first.
Is there a way to adjust these valves , or must I buy a adjustable one.
