rear bag placement?

I was told that bags over the axle was best for towing. That is where mine are being done. I dont tow alot, but when I dom its a monster 31' travel trailer that is unbelievably heavy.

How well does the bags on the bars do for towing?

have seen severakl rigs haul big loads with bags on bars..

from what I was told it depends how big the load is as to where it is best to put the bag.
