Yeah that regals from San Antonio, I think it was built by USA Motorsports. Supposedly some guy in SA is now machining custom rims larger thatn 30", I have no idea about the tires though.

according to the USA Motorsports website, those wheels are meant to be as they call ... A PARKING LOT STUNNA. so its a trailer queen, no price on wheels since each set is custom made, but tires are $2,500 A PIECE, not for 4, A PIECE. I like the quote on thier site ...
