Yes! Cobalt blue will penetrate through other colors. I don't know if you can expect it to 'stain' the metal (wouldn't doubt it) but HOK makes some type of product that can go over it to keep it from coming back through. I learn all of this when my masked off flames were TOTALLY ruined by HOK Cobalt Blue. Instead of clean flames I ended up with flames and splotches all over the truck. In the end, I was blamed for "not spraying it right". I had to complete re-paint a project. Hard lesson to learn.
