How about a throatless benchtop sheer? They'll do 16 guage no problem, and they're pretty quick. I used to use one all the time at work, it was great.
I don't have access to a break or a plasma cutter so I usually just use air shears. They're not bad for 18 guage and if you use a straight edge clamped to your sheet you can get fairly straight cuts. Just make sure you run the right amount of pressure for the shears according the manufacter's specs.

you can do small filler plates for handles and key lock holes with just some metal shears you can get at any hardware store. only about 10-20 bucks
Nibblers take out alot of metal, you have to be careful (Blind steering). Shears are great, but distort, cut off wheels are even better, however you will need to be dead nuts on or start breaking out the file! It's what you feel comfortable with. I would say PLASMA, but you got to be balling to buy one! LOL
get the WISS 3 pack of snips(green yellow red) will cut any filler plate youll ever need.
its not for filler plates, its to smooth out the inside of my bed, ima just stick with the cut off wheel though, thanx guys
