I had a plate denied my first time also. It says I 836 U , means I arrest you. No regular person is gonna know what 836 is. When I got the letter I called the number. The requests are read by some random person on that particular day in Sacramento. I wrote a letter of appeal explaining why the plate is not offensive and ended up geting approved. You might need to fudge a little on the meaning in your letter. I saw a kids plate, with the "picture of a hand + JOB". The lady does nails, but how can you saw sombody wouldn't be offended.

Write an appeal, keep trying.
