I would baffle the tank if I were you, it keeps the fuel from sloshing around and becoming airated. The thick ring around the pump is so that you can bolt the pump/sending unit to the fuel cell if its a wet pump/sending unit. If you run a dry pump you would not need the thick ring in your tank. Most aftermarket sending units just use sheet metal screws to attach them to the top. With stainless steel you will not need to coat the inside of the tank. I rather enjoy welding stainless steel, good luck with it!
