i really wanna learn how to tig weld, i found a small ass tig welder at harbor freight, its like $200, heres the link http://www.harborfreight.com/cpi/ctaf/Displayitem.taf?itemnumber=91811

is it really worth it. i hate buying cheep tools, but its just to learn on, yay or nay. ide prefer a miller one, to match my mm210 and my spectrum 375, but tig is pretty f'ing spendy

I feel the same way about cheep tools. I don't want anything that might leave me stranded while I am in the middle of doing something. I have all miller stuff also, MM 175 welder, and 375 cutmate ( don't ya just love that thing).
Now as far as the tool you posted the link to. It is just a buzzbox welder (arc) with a TIG torch attachment. It will not have the footpedal adjustment like you are thinking. Basicly you set the wire speed, and voltage like you would on a wirefeed. If you want a real TIG you gotta shell out for one. That way you get the infantly adjustable control while you work on the piece. Just my 2 cents, hope it helps you out.

I'm not much for cheap tools, especially the way we bash them, but if you spent the 200 bucks on the cheap one, thats 200 bucks away from buying a good one. I just bought a Miller Maxstar 150 tig from a company on ebay. I paid 1175.13 shipped to my door, that was nearly 200 bucks off whaty they wanted here for it. Save your dollars and get the good one and learn from it, the cheap ones will do nothing but give you bad results in the end. Plus it couldn't do anything besides sheetmetal. Welding sheet and anything thick are two completely different stories
