TROLL HAIR!!?????

Ok, so I am really interested in ,making a "troll hair" headliner, like with the hair dangling down. I am not sure if that is what it is called or not cause I cant seem to find it. Could you possibly let me know what it is called qand where I could find it. Oh and some pics would be nice. Thanks a lot for all your help
