-is it legal to have instaled on your vehicle.-what are the penaltys if your pulled over with it on. -is it legal when the vehicle isnt moving.

Being a cop in N.C. Its not illegal here to use them sitting or moving, however i think everywhere its illegal to have any type of blue light on your vehicle. besides the H.I.D lights that have a blueish tint to them

ill never forget being with my buddy aaron and getting pulled over for having blue neons in his truck. the cop asked us if the truck had a lift kit on it as it sat bodydropped tucking some wheels. sorry, brought a memory to my head but from my understanding the neons are illegal but cops usually let them slide unless theyre red, blue, or flashing. hope that helps.

In SC I know blue and red are not allowed to be turned on when car is on a road way. Also depending on who you ask aroun dhere anyother color can be on your car and on while moveing but the tube can not be seen or they will pull you. That one depends on the cop and the dept he works for. Seen it done so I would not advise the things in the first place. All this also goes for the led hood squter things too.

In Nebraska, it's illegal to have any flashing or rotating lights, red or green light visible from directly in front of the vehicle, or any color of light OTHER than red on the rear of a vehicle (except for turn signals and backup lights).

All of this applies only on public highways (streets).

You probably want to go to www.findlaw.com and look up the laws for your own state, though.

-No
-State of FL issues a non-moving violation (equipment violation) $77.XX, no points
-Yes and No. No you cannot have it on when you are sitting at a red light. It can be left on when you are at a carshow or in a parking lot, parked, and/or at your house or on private property.
