do you feel it if you are running down the road and let off the gas? if so its probably your pinion angle.
as for the gas tank, find an older 15 gallon std cab tank and you can either raise it in the stock location (with minor modification), or relocate it to the rear of the frame.
mine was ext cab, so i found a tank in similair size to the std cab tank since i was cheap, and modded accept the stock pump, relocated it to the rear. i think theres a pic in my profile.
heres a std cab i did, the frame behind the cab is pretty much the same as an ext cab, so with a little work, you could put a std cab tank in the stock location, this one was raised about an inch. i believe all the newer tanks are pretty big, but the older std cab tanks were only 15 gallons and just rectangular.

Well it doesnt make the noise when i let off the gas so im hoping maybe its not my pinion angle and think my bars are adjustable. As for the panhard bar yeah well its a cluster f$%k. I thought about moving my brackets down to give me more lift too, cause it isnt worth a crap right now, am i thiking right? Lol can you tell its my first mini truck, sorry bout all the different questions but i figured since im on here why not.

You shouldnt move anything! They should! Who installs a panhard like that? Dont let them get away with bullshit work like that. If you make them own up to it, it may keep this from happening to the next guy.By the way the crossmember would have been notched first then the cab because the shaft would have hit the crossmember first.

Right on... they should fix that shit or give you all your money back and some for the trouble..

inorder to get full lift your bag needs to be fully compressed when the truck is laid out. you may be able to make a spacer of some sort to save you the welding and this will be good if you ever get bigger wheels because you can take the spacer out and be able to get the same lift.

what crossmember are you speaking of? there isnt one under the cab that is above the driveshaft.

What about just starting over with a 2 link and a watts link instead of a panhard bar, i know 2 links arent that great, but with the watts it should be alright shouldnt it.

I had the KP panhard that came in their stupid kit... than I had autocore build me a watts link. watts link is badass and to me the ride felt better as well. plus the panhard was too short so it kicked out quite alot laid out. I would have the shop do the fix-it work, not you. You paid them, they should do it right.
