1999 ranger ext cab bag question

my buddy has a 99 ranger just bagged the front but when the bags are drained the front dont even come close to the ground,he is using a 3 inch dropped lower control arm,she he go back to the stock control arm,he is using 2500 firestone bags up front,,what do we need to do to lay the front out,any help would be appreciated,thanks
