Heat Issues..

I am looking for some advice on heat issues.

My buddy's car he just bought (1973 dodge dart 225 slat six four door ugly as sin) is lacking heat.

I've checked a few things to no avail.

The heater TO line is nice and roasty warm, but the return line isn't quite as warm (as you'd imagine, if it's disipating heat) but, no heat still. The Upper and lower radiator hoses run about the same, the car's temp gauge doesn't work, but once i got out the handy laser temp gauge, all worked well.

The radiator system has just had a flush and fill as well (post purchace)

So, anyone have any wordly advice as to what it might be? I also checked the vaccum valve, but no go there either.
