New caddy clip on 88-98 F/S Chevy?

I've seen it done on a yellow crew cab dually w/ a chop top. It was a SEMA a few years ago and it was fuckin sick. I just wanted to know who or what shop did that. I also believe it is in an add in one the truck magazines out there. Anyone know? Thanks in advance.
