Rims that dont spin (even when moving)

Has anyone seen these? Im guessing its just like a spintek bolt on type idea, but they dont spin at all when your moving. YAH i did see these in a rap video, but thats the only place I have seen them. Anybody know who makes these or how its really done? I think its pretty cool, but none the less a fad like spinners
