Exhaust valve???????

Ok guys i got a 88 mighty max 2wd with the 2.0. today it started runnin crappy and when i filled up it started blowin white smoke from under the hood and exhaust. When i looked under the hood the smoke was coming out of this valve or whatever it is. Does anyone know what it is?
