when I attempt to start it i put my hand over the throtle body air port & i feel the air pushing out .
why is that?
i would say because the timing is WAY off or you got valve issues...does it run?
No it does not run
about the valve issue u recomended as a possable reason:
I did the water test b4 instaling the head & only the # 3 cyl. exhaust valve leaked..but barely
timing marks are as described below:
harmonic balencer has the white slit/mark even with the T ,the cam shaft is O- with the pin pointing toward the driver side of the vehicle, and the distributer rotor pointed at # 1
Sounds right.
By "distributor rotor pointed at #1," you do have #1 at the 9:00 position when viewed from the driver side of the truck?

The timing was off on the cam shaft sprocket
after that it started right away
