Are the bumper ends slid onto the side supports under the fender? And also if you push too much with your knee as you're tightening your upper bumper bracket bolt you can pitch the bumper upward which will make your ends sag downward
That won't help him, it's not just his end caps that have a gap. Look at the outer ends of the metal bumper under the headlights....
Did you try different bumper brackets like ppl said in your other thread? Also, Mikey has good advice on the bumper bolts....

also why are there two sets off holes on the frame for the bracket to bolt to on the top??
Two sets? I haven't seen that. The trucks I've owned including the one now only has 1 set
I didn't catch that the whole bumper is rolled down, probably would have helped if the pic was from the side at bumper level. Were the brackets bent up before puting the new bumper on? When I've snuged the brackets down I'll stab the the back half first then put the front bolt in snug. Then go back tighten the top so the bracket is squared with the front of the frame.
A few of the factory front bumpers I've swapped out have had some shims in them and the tailgate hinges have them sometimes as well. Can't leave out the bottom support brackets on the bumper ends as well.
