2002 Toyota Corolla gauge cluster lights question?

lights on left side  of gauge cluster willnot light, i took off the cluster and checked the lights, they all work but when everything is connected they will not come on.  Is it posible the circuit board needs to be replaced or is there another way of checking why the lights will not come on?

replace the bulbs first then reinstall. the filament might be touching but not at all times.
