what decides how far off the diff cover your watts link lever should be?
also max would it be better to make a watts link or buy 1.if the answer is buy 1 do u have a suggestion of who to buy from?
The distance from the back of the diff cover is set by your confines. You would want it as close as possible for strength reasons, but there isn't any reason for it to be super far away anyhow.
And as far as to make your own or not is completely up to you. If you want to buy one, then find one that you like. I have no idea who has a decent one because I would build one of my own.

I looked at one at Speedway Motors, seems like a decent one at a very resonable price.

The one speedway sells is pretty lightweight i wouldnt use it personally altho it would prob do the job ok

now i just have to figure out what im gonna use for the pivot. delrin or oilite.. the only problem is, im trying to fine oilite in a 1/4 in wall and am having no luck unless i want a 3/4 inch bolt. and im not finding delrin with a sleeve in say 1 inch long with 1/2 bolt. any suggestions where to go ?
You need to run an inner sleeve with either delrin or oilite. So get the 3/4" ID one, and get some 3/4" .120 wall tube for the inner sleeve. Also check McMaster, since you said you where looking on eBay. McMaster has a much larger selection than eBay is likely to have.
