I would sand em with 180, etch pime, then base-clear.
I would spend a few bucks and take them to a chrome shop. Have them dip the wheels to take off the chrome then do a normal primer and paint.

Alsa corp, has a special "clear for chrome"......I haven't used it but it may do the trick
I've had great luck using a clear adhesion promoter,...and then base coat- clear coat
i have actually used it quite abit on bumpers and it works really good.

I had a girl friend like that in High school....
i tried to paint some chrome bicycle forks one time... i sanded the shit out of them and used etching primer, base, and clear... about a month later all the paint flaked off... just to let you know. i would try one of the other methods
