why does a sleeve bag ride better than a doulble convoluted bag, and how do you recommend setting them up? which brand/model would you suggest using to clear a 26.75 inch tire?

It's not that they ride better, it's that they have a softer spring rate and work better when mounted 1:1 (i.e. on top of an axle.)
I feel that Firestone is the only company that makes a good sleeve part. The 9000 series bags are the most common of the sleeve parts and will offer about 8" of useable travel when installed directly on top of the axle.
