take your time with some construction paper or use a peice of notbook paper and a crayon laying on its side and make you a template transfer it to metal and cut em out be very carfull welding on the hood if you dont take your time you will cave the hood in remember cover up your windsheild before you even grind or you will ruin it

Put a thick block of aluminum or copper (coppers works best) behind the hole and weld on top of it, the weld will only stick to the steel. Take your time and keep the metal cool. Or you can just weld the holes up by building up your welds on top of each other. Its a little harder that way but not impossible.

those two ideas should work. id say any hole over like 1/4", use a brass hammer. and over like an inch, make a template.
