soap works fine

you can also use a 2 part epoxy putty and plug it that way.

I've seen soap hold for a lot longer than it seems like it should, but it should definitely be considered a TEMPORARY fix!
The totally proper way would be to weld it up or weld a patch panel in, but epoxy will be just as permanent if it's done right. Just make sure the area is clean and not still leaking fuel, or it won't bond correctly!
What type of truck is it? I have a couple of random gas tanks kicking around the shop that I might be able to let go cheap... I checked your profile, but nothing!

hey Phil i think hes got an s10,not being a smartass at all just trying to help ya out,i say this cuz he says hes got a small leak from draggin his "dime". s10= sdime,dime,etc,etc! again not being a smartass.

i had the same problem so i took mine off and welded it, but i didnt wait long enough for the fumes to clear out. i did fill it with water and it still went boom. luckaly all the dents came out and i did blow my self up, loud as hell tho. if you decide to weld it clean it out and let it air out for a few days ,and not a few mins like me lol.

there is this stuff called waterweld you can use it underwater in a gas tank and it sets up to a steel like epoxy. you can sand it tap it paint it and you can use it all when its wet too.

if its steel i would just cut off the bottom of the tank until it clears, then weld it up and get some gas tank sealer from por-15 and seal it back up and be merry.
