air shocks?

i have a buddy wanting to put air shocks on a golf cart. I know sometimes they blow out so he's wondering which is stronger and which provides the most lift, the shocks with the external sleeve or the shocks with the internal sleeve (looks like a regular shock)

my buddies didnt blow till 200 psi, he had the gabriel w/ the external bag thingy. all it did was blow the fitting off the side.

i will take some pics when he's done, it will be bagged in a sense but he doesnt want to spend a lot of money and air shocks seem to be the best way to go taken that its not very heavy...
