Ok first off, a GSR swap cost alot more than $1,100 unless your getting one that'll burn your hand when you touch it. Whats a stock gsr put down? probably around 148-158 whp, tops. So lets say you get a deal on a gsr motor for $1600, already over the budget and you have 155 whp. So why not just put a junkyard turbo on it (did mine for $600, daily driven, 9 lbs for 3 years). Turbo and exhaust, and you'll have 170+ whp depending on the tune and psi. If you want to spend alot of money, but want something way over 200 hp, then go gsr. If I was gonna go B series i'd just buy an ls, their cheap and, handle boost well. but my vote still goes for turbo your motor.

believe it or not i think there is a tech article on applying decals on this site , no lie look through them on the top of the page.
No doubt swaps are way overrated, but if you wanna do a swap and then turbo it, I would def. recomend a Frankenstiened CR-V/VTEC setup, with a GS-R or Type_r head....
I would guess by the post that hes not that into the whole honda tuning scene. If you dont feel capable of turboing a motor, or swapping a motor, and on a budget, then your kind of out of luck. Your cheapest hp/$ ration then would be nitrous, but I'd go turbo over that anyway.
