If its 2d such as on a Waterjet, Auto Cad is fine just stay away from layers

For drawing in 2d ive always used Autocad. Layers can be really confusing and hard to work with if you are not used to using them. Its best to avoid them for simple drawings (I used to use them alot when I did mechanical drawings for a HVAC company). We had a CNC machine at the Tech school in our county for the high school kids. We used Autocad and Inventor to draw 3D parts, but Inventor was the easiest.

Surfcam. This is a badass software. you can design or cut 2d or 3 axis surfaces, even 5 axis. full version is about $12,000.
