DlC

well about a month ago i tried to get my car inspected but my dlc(data link connector) wasent reading nor getting power all fuses have been cheaced numerous and just the other day i took a test light to it and what do u know power is comming out of the blue wire now idk if all wires need power or what i hate messing with stuff like this so if anyone knows anything pls help a poor confused white boy
