how to get an abandoned car

theres a parking lot around where i live and this old beetle ALWAYS sits there. it has FOUR flat tires, pretty sure it wouldnt run with a crank up. it prolly needs minor work to get running is what im sayin. its a public parkin lot and it has been tehre WELL over 6 months. if not over a year! is there any legal steps to take to get it? is it possible to get it? i was thinking of calling the owner of the parking lot and seeing what i can do from there. is there anything sayin that abadoned cars have a certain limit till either the city auctions them off or its up for grabs at the parking lot owners price?? any info is appreciated.
