I have no clue who its by, its an r&b song, possibly done by a regee artist, but i dont think so. The chorus line is this i think: "Got locked up, wont let me out, got tied up wont let me out".

If you know it please post it. Also, im looking for the too short song (not ying yang twins or lil jon) with the line "let bruce bruce hit it" if you know it.
