VIN or Plates to find Owner Info

anybody know if i can find out who it is registered to if i have the vin and plates. i bought the car from a guy that bought it from a guy who lost the title. the guy i bought it from never transfered the title to his name so i need to trace it back to whoever so i can get the title.
