OBD2 TO OBD1 SWAP

I got a 97 civic hb dx with a bad stock engine and I want to put a LS engine in her . What i would like to know is by doing this obd2 to obd1 swap will it affect my emissions and ability to pass DEQ I live in Oregon . Help me out this is the only thing holding me up from buying this swap
