I am confused on which mark to line up the camshaft sproket timing mark with. The haynes manual is not specific and just says timing mark on the head. In the haynes book it shows the camshaft sprocket is level when timed correctly. If I turn the camshaft sprocket to line up with (the bottom arrow in the picture) on the head it is not level and tilted in a counterclockwise direction which looks different from the haynes manual.

So now I have the camshaft sprocket lined up level with the possible mark (top arrow in the picture) which makes it level. My timing is off and at 4 degrees. It's not at 8 degrees like it should be. I've adjusted the distributor left and right and cannot get to 8 degrees, only 4 degrees.

Should my camshaft sprocket be lined up with the mark (top arrow) or (bottom arrow)?
