'86 2.6 Flooding

I have a '86 4x4 with 2.6. When I try to start it I have to hold the gas pedal to the floor to get it to run untill it gets warmed up. I have worked on alot of Holleys and Carters so I can't tell if there is a way to adj the choke. I can see where the cooling system routes through the carb. Is there a way to adj or is there a part I need to replace? It started doing this after I had the emissions checked and they adjusted the carb.
