exhaust help

I have a 98 ranger and the only thing on the truck is headers. I went to the muffler shop and they said they would need to put a catalyt coverter on it and that would cost me 200. I am in north carolina so I have to pass inspections. He also said that you can't buy used ones. What should I do. Thanks for any help.

I think you should just pay the 200 dollars and forgettaboutit. Thats what id probably do anyways.
