'98 accords are a different body style than the '95's. The accords ran from 94-97 with that body style.
I'm not sure how the suspension is set up on the new ones, but that might explain it.

THINK THE 98-02 SUSPENSION IS DIFFERENT.... I KNOW THAT THE 94-97 COUPES AND SEDAN WILL GO LOWER THAN THE WAGON IN THE BACK.... I DID SOME CUTTING TO GET MINE WHERE ITS AT ON 19'S....

it could also be yoru brackets for the cylinders especially the front ones.. bc i know for a fact that my buddys sat about two inches lower in the front that yours. when i had my gold teg.. i had to get a new bottom bracket for my cylinder bc i couldnt get the old one off but anywhoo... the new bracket made my right front sit and inch and a half higher than it normally did... so what i did was take it to a machine shop had them drill the bracket that the cylnders piston sat on.that way it sat in the bracket ... i dont know if this makes sense to you .. its kinda a pain to explain lol
