does dragging tickets go on as a moving violation or is it like a seat belt ticket?

My geuss would be a moving violation but not sure... I almost wonder if it would go as reckless driving

I'm trying to get into Pre-trial intervention, which will end up costing me around 800 to get off my record completely. I couldnt imagine how much it would cost if I just plead guilty. Pay the fine+crazy insurance increase. I definately dont want that
